Charge: Part I Provincial Offences Act notice for an offence under the Ontario College of Trades and Apprenticeship Act, 2009, sec. 2 – individual engaging in compulsory trade – without Certificate of Qualification that is not suspended.

Summary: On April 24, 2017, Ontario College of Trades inspectors conducted an inspection at a construction site for a new residential dwelling located at 4 Willowbrook Road, Etobicoke, ON.

The inspectors determined that Dung Van Lang was assembling and installing sheet metal duct in the basement of the dwelling while he did not hold a Certificate of Qualification or a Statement of Membership in the compulsory trade of sheet metal worker (308A) that is not suspended, and while he was not an apprentice in the trade working pursuant to a registered training agreement that is not suspended.

On September 28, 2017, Dung Van Lang was convicted of the charge in a Toronto court and ordered to pay a fine of $100 plus a $20 victim fine surcharge.

The Ontario College of Trades is winding down as the government takes action to modernize the skilled trades and apprenticeship system.
