Charge: Part III Provincial Offences Act summons for an offence under the Ontario College of Trades and Apprenticeship Act, 2009, sec. 2 – individual engaging in compulsory trade – without Certificate of Qualification that is not suspended.

Summary: On December 19, 2016, Ontario College of Trades inspectors received a complaint that an unauthorized individual may have performed compulsory work in a Chatham residence on October 16, 2016. The inspectors determined that Cong Minh Bui installed a residential air conditioning system while he did not hold a Certificate of Qualification or a Statement of Membership in the compulsory trade of residential air conditioning systems mechanic (313D) that is not suspended, and while he was not an apprentice in the trade working pursuant to a registered training agreement that is not suspended.

On July 19, 2017 Cong Minh Bui was convicted of the charge in a Chatham court and ordered to pay a fine of $1,500 plus a $375 victim fine surcharge. In addition, the court issued a two-year probation order for Mr. Bui.

The Ontario College of Trades is winding down as the government takes action to modernize the skilled trades and apprenticeship system.
