Charge: Part III Provincial Offences Act summons for an offence under the Ontario College of Trades and Apprenticeship Act, 2009, sec. 2 – individual engaging in compulsory trade – without Certificate of Qualification that is not suspended.

Summary: On October 5, 2017, Ontario College of Trades inspectors met with the owners of Furnace & AC Experts with regards to work performed at an Oakville residence on May 26, 2017.

The inspectors determined that Zhao Liang Bi installed an air conditioning unit at the residence while he did not hold a Certificate of Qualification or a Statement of Membership in the compulsory trade of refrigeration and air conditioning systems mechanic (313A) that is not suspended, and while he was not an apprentice in the trade working pursuant to a registered training agreement that is not suspended.

On December 21, 2017, Zhao Liang Bi was convicted of the charge in a Burlington court and ordered to pay a fine of $2,000 plus a $500 victim fine surcharge. In addition, the court issued a two-year probation order for Zhao Liang Bi.

The Ontario College of Trades is winding down as the government takes action to modernize the skilled trades and apprenticeship system.
