Charge: Part III Provincial Offences Act summons for offences under the Ontario College of Trades and Apprenticeship Act, 2009 (OCTAA), , sec. 86 (7) – obstruction of an inspector in the course of her duties.

Summary: On September 20, 2017, Ontario College of Trades (College) inspectors initiated a compliance inspection of a Cambridge, ON plumbing business operating as Ki-Fix Repiping Solutions Inc.

As part of their inspection, College inspectors gave a Demand Letter to Robert Clarke, a director of Ki-Fix Repiping Solutions Inc., requesting specific information about the corporation’s compliance with OCTAA. Despite repeated follow ups with Mr. Clarke, he had not responded to the Demand Letter by November 30, 2017—the ultimate deadline set by the inspectors.

On April 23, 2018, Robert Clarke was convicted of the charge in a Kitchener court and ordered to pay a fine of $2,500 plus a $625 victim fine surcharge.
