Fees and Membership Classes

New reduced or eliminated membership fees as of April 12, 2019

Upon request of the Government of Ontario annual membership fees have been reduced or eliminated to be:

  • $0 for Apprentices Class members
  • $0 for Journeyperson Candidates Class members
  • $0 for Tradespersons Class members
  • $60 (+HST) for Journeypersons Class members

Membership fees paid prior to the new fee change will be credited either towards College membership fees or any future fee model, as appropriate.

Important notice: Due to the COVID-19 public health emergency the College has extended the deadline for payment of any renewal membership fees coming due during this emergency situation. The deadline is being extended for any membership payments due from March 17 until 30 days after the provincial emergency declaration is lifted. College members may still pay their fees when normally due and are encouraged to take advantage of electronic payment methods.

Please note that for the duration of the COVID-19 public health crisis in Ontario the College may not be able to receive and process physical mail or couriered documents in a timely manner. We ask that you send documents via email where possible and please call us at 1 (855) 299-0028 if you have any questions or concerns.

General fee information

Individual members holding more than one Certificate of Qualification or Statement of Membership will not have to pay more than one membership fee annually.

Veterans and reservists of the Canadian Armed Forces are exempt from certain fees (see table below or go to Veterans page).

Payments can be made online, over the telephone, in-person, through the mail or at any Canadian chartered bank. Supported payments types will include common credit cards, debit cards, cheques and money orders. The College does not accept cash payments at our service counter at 655 Bay Street, Toronto. All fees paid to the College are non-refundable. An additional administrative fee of $25 will be charged for any NSF payment.

Failure to pay membership fees may result in the suspension of a member’s Certificate of Qualification or Statement of Membership.

Non-membership fees

The below non-membership fees have been established:

Replacement of Membership Credentials $25 ($28.25 including HST)
Trade Equivalency Assessment $235 ($265.55 including HST)
Reciprocal Certificate
(Red Seal, authorizing certificate from another province/territory), or DND QL5 credential
$50 ($56.50 including HST)
Verification Transaction Fee
(in addition to TEA fee if applicable for necessary interpretive and verification support)
$100 ($113.00 including HST)
Reassessment Fee $100 ($113.00 including HST)

The College’s membership classes and registration requirements for each class can be found in Classes of Members and Registration Regulation (O.Reg. 321/12).

Exemptions:

If you belong to one or more of the following groups, you may be exempt from certain provisions in the Ontario College of Trades and Apprenticeship Act:

Group Exemption
Ontario Youth Apprenticeship Program (OYAP)
Participants who do not hold a registered training agreement
As a participant of the OYAP program (without a registered training agreement), you are exempt from section 2 of OCTAA, and therefore are not required to be a member of the College if you are participating through the program in a compulsory trade.
Ontario Youth Apprenticeship (OYAP)Apprentices who hold a registered training agreement As a participant of the OYAP program (with a registered training agreement), you must become a member of the College in the Apprentices Class.However, as an OYAP apprentice, you are exempt from the following membership requirements:

  • Minimum age
  • Payment of membership fees
  • Being subject to Part V of OCTAA (relating to the College’s Complaints, Discipline and Fitness to Practise Committees)
  • Ratios, if applicable for your trade
  • Wage rates, if applicable for your trade
  • Appearing in the College’s public register
Participants in Ministry-approved pre-apprenticeship programs As a participant of a pre-apprenticeship program (without a registered training agreement), you are exempt from section 2 of OCTAA, and therefore you are not required to be a member of the College if you are participating through the program in a compulsory trade.Should you decide to register in a training agreement and become a member of the College’s Apprentices Class, you are exempt from the following membership requirements:

  • Minimum age
  • Payment of membership fees
  • Being subject to Part V of OCTAA (relating to the College’s Complaints, Discipline and Fitness to Practise Committees)
  • Ratios, if applicable for your trade
  • Wage rates, if applicable for your trade
Permanent employees of industrial plants Permanent employees of industrial plants are exempt from section 2 of OCTAA, and are therefore not required to be members of the College in order to work in a compulsory trade so long as they are working within the plant and its premises. The exemption does NOT extend to maintenance and repair work on vehicles registered for use on a highway under the Highway Traffic Act.
Holders of valid equivalent Certificates of Qualification issued by the Province of Quebec OR registered apprentices in the Province of Quebec in any of the following trades:

  1. Electrician – Construction and Maintenance
  2. Hoisting Engineer – Mobile Crane Operator 1
  3. Plumber
  4. Refrigeration and Air Conditioning Systems Mechanic
  5. Sheet Metal Worker
  6. Steamfitter
Québec residents who hold valid equivalent certificates of qualification or competence issued to journeypersons or apprentices in the Province of Québec in the Québec equivalent of six compulsory Ontario trades are exempt from section 2 of OCTAA, meaning they are not required to be members of the College in order to work in the compulsory trade for which they hold the Quebec certificate.
Individuals who have completed a Ministry-approved course on the removal and replacement of wheels and rims The individuals are exempt from section 2 of OCTAA, and are therefore not required to be members of the College in order to work in a compulsory trade to the extent that they are removing or replacing wheels and rims on motor coaches, heavy trucks or truck- trailers.
Individuals who hold a valid Ontario Class A or D driver’s licence with air brake endorsement and they have completed a Ministry-approved program on the inspection and adjustment of the air chamber push rod stroke of an air braking system.

Individuals who hold a valid driver’s license from another Canadian province or territory or state in the United States and are authorized in the jurisdiction which issued the driver’s licence to inspect/adjust air braking system’s air chamber push rod stroke.

These individuals are exempt from section 2 of OCTAA, and are therefore not required to be members of the College, in order to inspect or adjust the air chamber push rod stroke (the slack adjustment) of the air braking system of the heavy truck or truck-trailer of which they are the driver.
Individuals who have completed a Ministry-approved course on the installation, removal, maintenance and testing of water meters These individuals are exempt from section 2 of OCTAA, and therefore not required to be members of the College in order to install, remove, maintain and test water meters that have an inlet and outlet of 25 millimeters or less.
Individuals who held Ministry-issued Certificates of Qualification in the trade of Barber under the Apprenticeship and Certification Act, 1998 on March 26, 2013 These individuals are exempt from paying application and annual membership fees to the College until April 8, 2016 (or if the trade of Barber is named as a trade under OCTAA before this date).
Individuals holding Certificates of Qualification in voluntary trades under Trades Qualification and Apprenticeship Act or the Apprenticeship and Certification Act, 1998 the was valid immediately before April 8, 2013 These individuals are exempt from the requirement to be members of the College in order to maintain the validity of their Certificate of Qualification. Therefore, these individuals will not see their Certificates of Qualification expire if they choose not to become members of the College’s Journeypersons Class.

Additionally, these individuals are also exempt from having to produce their Certificates of Qualification (issued under the Trades Qualification and Apprenticeship Act or the Apprenticeship and Certification Act, 1998) if asked to do so by a College enforcement officer. They also cannot have their Certification of Qualification suspended or revoked by the College’s Registrar or be subject to terms, conditions or limitations.

Note: These exemptions cease to apply if:

  • an individual applies for membership in the College’s Journeypersons Class and obtains a Certificate of Qualification from the College for the same trade and pays the required membership fee, or
  • the voluntary trade for which an individual holds Certificate of Qualification in a voluntary trade is reclassified as compulsory following a Classification Review.
Veterans and reservists of the Canadian Armed Forces (CAF) These individuals are exempt from paying to the College, certain application fees—including trade equivalency assessment and credential verification fees—and Apprentice Class annual membership fees for up to five cumulative years. To be eligible for the above exemptions, an applicant must be either veteran member of the CAF Regular or Reserve Force who was or will be honorably released, or a current member of the CAF Reserve Force. To receive the exemptions, an eligible applicant must submit to the College, a completed and signed Canadian Armed Forces Veteran/Reservist Fee Exemption form (pdf) with clear and legible copy of his or her Member’s Personnel Record Resume (MPRR) attached for verification purposes.
